Program expenses funded by tax revenues are categorized as Governmental Activities or Business-Type
Activities. Business-Type Activities refers to enterprise programs that generate revenue to cover their own
expenses, while Government Activities includes all other expenses required for the operations of city
government and programs that do not generate revenue.
